structure of phrase-the truth changes

found what I believe would be the appropriate words but need the structure. We want the phrase to say 'the truth changes'so if I used this for truth: veritas -atis f. [the truth , reality; truthfulness, telling of truth]; and this for the kind of change we mean: mutabilis -e ] [changeable , variable, inconstant] what would the correct grammar be? any and all help greatly appreciated. thanks!
