The word "auspices" means protection, approval, or support. From what I could find out it appears that there were two Teucers in mythology. One was the brother of Ajax of Trojan War fame and was disowend as he was erroeiously thought to have lead to the death of Ajax. He was exiled and became King of Salminos in Crete. The other Teucer was suppose to have been a minor god, the product of a river god and a woodland nymph of some sort, she was suppose to have been Zeus' nurse.
