No, really you should read the books, rather than judging their contents by the covers - "Sutor, ne ultra crepidam!" ;-)
I'm pretty confident that the meaning is 'dragon' rather than snake, since it's the motto for the whole school, and not just Slytherin house whose emblam is the snake on the crest.
If the intention was to mean snake, then surely 'serpens' would have been used?
